I have a CentOS server which run as a virtual machine( KVM) and it only consume 12 MB of RAM. It depends on us to choose the packages while OS installation. If you remove unwanted default packages which you doesn't need while installation, you can run Linux easily with low memory. I am also using Debian Lenny (as base OS for Virtualization) and I didn't install any X window component on it. This Debian machine hardly consume 250 MB while no Virtual machine is running on top of it.
