I think it would definitely be beneficial to have the meetings with
ELCOT Director and IT Secretary. It would also be good to issue press
releases to all major media channels - print+visual.

In Kerala for similar government level decisions what we (FSUG-Tvm)
have done in the past have been to meet with and present an open
letter to the relevant authorities. The copy of such letters were also
released to the media along with the press release.

Like mentioned earlier in the thread we will have limitations in what
we can get done but the facts can be put out there, especially to the
public. Additionally I would think that large IT companies might
actually be happy to offer support on GNU/Linux installed machines if
they can get a bulk order of 900,000 laptops and perhaps the cost of
the proprietary software towards an extended AMC.

In Kerala, we have seen results in some cases and none in some others
but in almost all cases the points raised were covered by the media.
So even if nothing comes out of the effort towards the context it
would help in  educating the public about the options available and
implications in such matters.
