Let's first think over what deb's and rpm's are:
They are a way of managing the software the software that goes into your system.

Each distribution has their own nuances of packaging. Though there
have been efforts to standardize it but it hasn't achieved much
success as there are lot of philosophical, historical, man power,
commercial, etc differences in various distributions. Consistency is
not guaranteed among the rpm's of two different different
distributions, and so for deb's as well.
And then why just stick to rpm and deb? Why not other package maangers
like pacman and emerge?
In the end these are just ways of managing what goes in and out of
your system. It does not matter whether the system is rpm, deb, manual
as long as the administrator is proficient at managing it.
