[Ilugc] File Write using PHP

I have tried hard to figure out how to create/modify files in /var/www using
PHP. Tried chmod 777 and a+w. Tried writing into file outside /var/www like
/home/Documents . No use. Please help. I need it for a project to create and
read XML files.
