IIT Madras mirrors Ubuntu and Fedora. A couple of years ago IIT Madras
mirror was available in Ubuntu repository list. IIT Madras is doing a good
job in this regard. Other central and state government funded institutions
must come up with such an infrastructure. I studied in Anna university
chennai a state government funded institution. There even though they use
Linux there is no sufficient funding for providing a mirror. Hope this
changes.
