I agree with your argument on the definition of free. But, in this current context we are talking about Internet in US as free which is just out of scope of this list, in my opinion. And, besides, the issue is related to American legislature where we don't have any role. A debate on the topic is not much useful to us since there is nothing much we can do about it, other than learn a couple of things about the corruption in American system. But if you would like to change the debate towards something similar happening in India.
