In short none of the institutes are any good , In fact I can say with some
experience that they are quite bad.

There is the odd chance that you may find a good lecturer  at a College or
one of the Institutes , but they are few and very rare.

My recommendation: Get help from friends and Internet is also a Very Good
friends when learning Coding .
There are also some special Friend like Mailing Lists (ILUGC) , and sites
like http://stackoverflow.com/ which also help a lot .
