The question is: Why would  ARM PC manufacturers pay any value to Microsoft's 
certification? I feel they have no special incentive. If the ARM PCs support 
Linux, so much the better for the sales of that platform. Unlike the Wintel 
platform, ARM mfrs IMHO do not need the label of Microsot to sell themselves.
