My web site has been subjected to this kind of blockage both from Tata and MTNL. At first I thought my site was down but it was accessible through Anonymizers and to friends and colleagues in Europe, North America. No response to trouble ticket @ Tata and with MTNL no expectation that they will understand the problem.
