It is plain text. just rename it's extension as .zip and unzip it. If you find gobbledegook, it is most likely a password protected file. If you find pure/plain text in XML (ask google uncle who is XML) then you have either displayed your arrogant ignorance or you deserve to be a PHB or you cant read ASCII. And I am in my golden year, FWIW.
