The tamil computing, as envisaged by govt & TVU, might have to come up in two stages : free software -- not in the sense of RMS, but freely downloadable. no source code, developed and approved in cathedral model. the plus point here is that the various departments will start using it. our efforts could be to infuse as many FOSS tools as possible into developing the system, and the package SHOULD run on linux platform. [I wouldn't risk talking about BSD and other variants. Anyway, Apple Mac is also not in the picture!] alongwith, FOSS developed in Bazaar model could be attempted -- possibly dual licensing mode. It is a long and tedioud process. As Sankarshan says it is the same status in all indian languages. political & approval committee changes also add to the chaos. but we could strive.
