It does not scale well. I guess there is no proper infrastructure. Install wappalyzer addon in firefox - it shows IIS Server is being used for IRCTC. The money for maintenance, software update and OS everything boils down to the user (as charges being put on the user). If IRCTC had had used Linux (or LAMP) it would have been able to save a huge amount of money I could say.
