If security settings are on the modem, what stops him from logging into the
modem's admin interface and changing them?

For anything more, he will need to tell us more about what kind of security
have they put in place. I recently had trouble with wpa2 enterprise
security setup that network manager (on debian) and android 4.1 could not
handle.
