+1 Better a 2p advice than let some irresponsible member think that
these tools can be used without any legal/financial consequences.

I recall a couple of years ago, there was a discussion (in this list)
about nmap, where an over enthusiastic member was contemplating a nmap
scan on popular web sites (hopefully he did not).

Note to OP - please put in a caveat emptor that such tools are to be
used with utmost care / responsibility and at their own risk.
