Difficult call. Acad equivalents are QCAD, FreeCAD etc. I found QCAD
good. Draftsight is another free but not open source from Dassault
Systemes.

For solid modelling BRLCAD is touted but falls short by miles.

FEM needs specialised element libraries while the FEM solvers
themselves are simple and OSS programs exist. Without proper element
libraries, the FEM/FEA software is useless. Finding equivalents of
Ansys/NASTRAN/ABAQUS etc is next to impossible. OSS would have
separate solvers for static/linear and non-linear/dynamic analyses.
All these guys have attractive educational licences.
