HDMI to VGA convertors are available. In some forums (for samsung exynos based development board) people have responded positively on using those convertors. You can try them - I have not used them personally. HDMI to VGA convertors that needs power supply from mains seems working based on the forums. I read these info a couple of months back. Searching on web will land you there.
I am also trying to get a cheap device to use instead of a PC. Devices with 2GB RAM, dual / quad core ARM 1.5+ GHz processor, OpenGL ES 2 capable GPU are available (see http://liliputing.com/tag/mini-pc) for less than 100$. Many devices support Android natively. Ubuntu in those devices lack graphics acceleration so opening / moving windows may lag - things are moving fast with lima open source graphics driver so hoping for the best to happen soon.
