Hi,

my 2 cents,

1) Start learning html,js,css and jquery.
2) learn ruby
3) Understand the concepts such as MVC, learn rails , there are dine and
dozen tutorials on the internet
4) learn the full cycle of developing  an app and deploying  the same.
5) Experience what TDD and BDD can really help for you.
6) Be expose to irc #rails and #rubyonrails channels, raise your questions
to ruby on rails forums
7) Listen to videos of ryan bates railscasts,peepcode etc.

so, if these things are done and when you feel confident , you can think of
contributing to any rails projects.
My rough estimate of learning period is( it depends with the personal
ability of the learner)

Industriously - 20 days to 3 month
religiously - 2 month to 6 month
casually - (mostly fails, about 1 to 2 years).
