I second this.. we can also use Buddypress with Group Hierarchy, which would be best suited for decentralised discussion.. i am currently using this for my personal project and it helps me localise discussion based on groups..
We can create separate groups based on topics, and ask new comers to post their doubts in the corresponding groups.. the group hierarchy plugin ( http://wordpress.org/plugins/bp-group-hierarchy/ ) enables us to create sub groups within existing groups..
