I don't think so, talking to a single person will do this. It should be raised in assembly and has to be accepted. Last TN assembly i think had a word about free software, but nothing happened. You can also see the word open source and open standards in political manifesto of major political parties. I dont think doing commons licensing is possible now. It needs a bill to be passed[1].
