There is lot more life inside the technology and computing then web. It may be becoming important but not necessarily everyone should know it. I made the suggestion seeing that the person has spent a good part of his life (3 or 4 years) in learning electronics and by learning web technology most probably he may not use what he learnt. Mostly this is due to ignorance. Many people think only learning web technologies gives them a job or with electronics they cannot get a job.
