For GPL, your best bet is a2ps . You will get a PS file, highly customisable (duplex? n-UP? footer? margins?).
The ps2pdf conversion is trivial, and left as an exercise to the reader.
Right, a2ps -> *.ps , ps2pdf -> pdf, (a2ps) is having full fledge of options...which anyone may hardly explore.

Be warned: Text files converted to PDF do not look nice, the "beauty" of a PDF page is in its layout. If you have large files, with internal structure (Chapters, tables, etc), the LaTeX route will give you much more pleasing output. -- Sanjeev Gupta
