a) wouldn't it be better to start with a slashdot india?
b) code does not run a slashdot. people do? who is slashdot india's
roblimo and string of contributors?
c) what is the business model around slashdot? more specifically, around
the fork set up for india. that because slashdot is part of osdn so has
other things to keep it going.
d) where's the content? /. runs on some interesting, original content,
and even then many people consider it drivel. i shudder to think what
you intend to have no slashdot india (apart from an engine).

therefore, why not start by contributing your efforts to slashdot? this
way, you have the reach of the world, and gain experience. plus,
slashdot puts india on the map faster and more efficiently.

oh, and roblimo mentioned to some members here that /. does pay people
for articles, if they write quality, original, well-researched stuff.

just my ek anna on the topic.
