Oh yes.. I've been facing trouble at SF myself. I think its because SF is upgrading a couple of their internal servers (shifting to a cluster or something, as sources from IRC say..) and although their projects are available for download both from CVS and FTP, the corresponding data can't be changed. ITs become pretty slow though!
