Ummm slight mistake here step 7 is actually step 6 and step 6 is step 7.
So you got to reboot before trying swapon -a. 

Also another mistake is that I said that "IF" you are using rescue mode
you have to reboot but no you have to reboot even if you are doing this
on a running system because the kernel will need to read the partition
table again which will be done at boot time. 

Also now that I notice you have mentioned that you use RH 8.0 so since
RH has that excellent rescue mode available use it. You can enter rescue
mode in case of RH by typing "linux rescue" at the boot prompt of the
first cd.
