TCPA , as it stands today , is totally OS agnostic. Your fear is dictated by a tangential and inept understanding of TCPA .wonder how many of you are aware of this? its impact on linux will be significant to say the least.

Most of the arguments presented against TCPA at antitcpa.com stem from the fact that TCPA has been interchangebly used/confused with Palladium (M$'s initiative for Trusted Computing ) and DRM. DRM is just one of the things TCPA hardware allows you to do. Please also refer to the above link for an informed rebuttal of antitcpa.com and alike.
