IMO, if the number of people committing a ``crime'' is more than the
number of bed and breakfasts available in the jails of the
jurisdiction involved, it's not a crime anymore, it's a civil
disobedience movement.

Last I logged into Kazaa (a few months ago) there were 3.5 million
people online.  Go ahead and arrest all of them! :)
