  How can you setup DNS server for external world without static IP from
ISP ,registered domain and entry of own DNS'IP into ISP's DNS ?

  you can setup it for your internal LAN but not internet.
  what's the relation between  victory.db and /etc/resolv.conf

  plz explore more your problems...
