Well not specifically NDAs but a number of ways and means to tie down from making any actual OSS contributions.
1. I believe it is ok for a company that pays salary to own copyright
( Different from License on Code which can even be GPL )
to your code whether you wrote it in your free time or office hours. One has a choice to accept or reject such terms.
One may for example accept such terms and conditions if a company is generally open about contributions being made to Open Source. The NDA here might be just used to protect the proprietary side of the business or confidential business information which is reasonable.
2. The reference is more towards totally forbidden contributions back to the OSS.
3. Its about choice did the employee understand and is proactively aware what he signed away.
