See that "your" up there?

The FSF can release a GPLv3 with whatever terms they choose, and you can
simply not accept its terms for software that was released under the old
license.

They definitely can't do that. The copyright holders retain copyright no
matter what license they choose to release their code under, and unless
they grant the FSF any additional rights explicitly, the FSF has rights
only insofar as the GPL grants them.
