You can either install cygwin/Xfree and additional packages for KDE OR you also get direct KDE+cygwin packaged installers. It requires a lot of ram, i'd say something like 256MB. Look for resources on the net, google for Cygwin/xfree ports, and check out kde-cygwin.sourceforge.net/kde3/installation.php
