that is called dynamic IP. when yu connect to the net yu'll get an IP
address, if the IP address keeps changing then it is a dynamic IP else
it's a static IP.

just check about the services of these operators in your area as i think
these services are good or bad depending on the location in which they're
setup. also ensure if yu're going to get a static IP then will the hathway
people allow incoming access to port 80?
also, using tata indicom dynamic IP connections yu can use services such
as dyndns.org which give yu a client installed on your system along with a
URL (e.g. mydomain.dyndns.org). so each time yu connect your ip would be
updated on dyndns.org's server and people can access your site using
mydomain.dyndns.org
