That is like asking "why can't an Indian speak Swahili as well as a
Swahili?".

Many sites are made specifically to be accessed only by IE. And you
should know that this is a BAD thing. Here is why:

Not just computing but every technical field has certain agreed upon
standards and conventions to ensure that different products from
different providers can inter-operate. This usually leads to benefits
for the consumers of the product, because standardized products means he
can choose any of the competing solutions for his needs.

Now notice the word 'choice' at the end of the last para.
Standardization is all about empowering the consumer by giving him
choice.

What web sites like icicidirect.com do by creating IE-specific and non-
standard compliant websites is actually taking away choice from the
hands of people like you - the consumer.

You already see the effect it has on you - you cant use the site from
Linux.

Why? - Because it needs to be accessed by IE.

Now why isn't IE available on Linux? - Because Microsoft doesnt want to.

Why not? - Because it doesnt help in selling its own operating system.
(Note that Microsoft earlier provided IE on Solaris and Mac - two
totally different operating systems from its own. So IE on Linux is
technically feasible, just not feasible from its business point of
view).

So as a consumer, your need to access websites like icicidirect is
dependent on the whims, fancies and business needs of a corporation.

All this wouldnt have happened if the website was created using
standards. Then it would be upto YOU, as to which operating system or
computer you should be buying or using to access these websites.

So in short, what icicidirect is doing IS A BAD THING.
