My mail client (Emacs/Xemacs) does that using a package called
Supercite.

Yeah, 10 points all right :)  The mailing list manager (Mailman) has a
facility to take multipart/alternative messages and strip off the part
that is HTML.  Or maybe just strip off all the non-text portions.

multipart/alternative, BTW, is a MIME type that tells the system that
the message has multiple portions, and the content of the portions is
identical but in different formats, e.g. same content in text and
HTML.

MIME is... I think I'll stop here.
