I will also appreciate if some one can point to any URL on the web
where govt. depts. are planning such systems, or what our community
can do better. Some one can encourage us further to develop a RFC of
same problem areas where the solution is addressed with open source
tools.

I am sure this will involve databases, other than rest of IT
infrastructure, I am not a database person to a big extent, so let me
dare ask does it seems mysql or postgress are enough maybe as in
hybrid topologies ?

And please allow me to get attention of LAMP developers and
enthusiactics, you guys can be real guiding angels and even mentors on
idea if you like.
