Don't know about how you would go about setting up a copy of a
gnome-dictionary server locally (you might be able to get the
developers to tell you that), but presuming that you have done
that correctly, you can always use /etc/hosts to fool the
lookup into thinking that your local host is indeed dict.org,
e.g., enable local loopback networking and add
  127.0.0.1 dict.org dict.org
to /etc/hosts.
