It seems that I am not able to make it clear, let me try again, just assume as 
how a use enters a cybecafe and then get access to net i.e say a user comes in 
at 8.00PM he gets a username and a password another comes in at 8.14PM he also 
gets a username and a password and so on.....  while suppose everybody asks for 
1hr net surfing then after 1hr their account should be lapsed and they wont be 
able to surf further.

1)while writing an acl wont solve the problem as every time i need to write an 
acl based on every new time a user comes in at and the block its username after 
the specified time period in all it is not providing me flexibility to set the 
rules.

2)every time i need to reload squid to get my acls read by it.

3)every time new username and password has to be generated.

acl and iptable along with radius, I could not understand the idea though or 
may be either of us is not clear what I wnat to say, if this is the case please 
let me know so that I will try to re-explain it.
