I'm not sure about LCA. I went by just Googling "linux conference". One point to note that the flavor of LA is definitely "commercial". See the wikipedia entry: http://en.wikipedia.org/wiki/Linux_conference (Major commercial Linux conferences include:)
So maybe LA is to LinuxWorld as FOSS.in is to LCA?
