Any mailing list software like mailman, majordomo etc will serve your
purpose. It  will also provide you with many more features.

May be you have to look at your mail/SMTP server and how you can add
BCC automatically based on certain sender/recipient matching rules.
The setting may deffer based on your actual Mail/SMTP Server.
