The plan was always to have it be developed openly, with community
participation. It is just that these have failed to materialise so
far. In fact, this was one of the issues brought up at the meeting.
Hopefully, things will change.

I personally agree, and people proposed putting it on Wordpress. However,
something like Drupal works better in the long run if one wants to have
workflows, and roles for conributors, reviewers, and administrators.
Vivek Khurana is now getting actively involved in the Drupal part of it,
which will hopefully help in getting things sorted out.
