Typically it is an archive of a .exe, the bios file and a .bat file
It is apparently a win32 exe
file gives "MS-DOS executable PE  for MS Windows (GUI) Intel 80386 32-bit"

Ark does it well.
cabextract cannot find any 'cabinets'
