Step by step I have found that running "tail -f /var/log/messages" in a terminal tells you if the device is recognised and as what. Tata thingy is recognised as ttyACM0 while the Reliance old key was recognised as ttyUSB0 After this it is simple matter of configuring the dialer software kppp/wvdial/etc. with username password dialing number and init string. Personally on Ubuntu/debian I prefer pppconfig with pon and poff commands.
