This is a problem with a lot of e-governance portals and PSUs. We need to organize a group to work with the govt. IT orgs. to set requirements of vendors that develop such applicattions to use open standards such that no one is forced to use MS Windows/IE/<MS proprietary file format> to transact with the respective portals.
