Thank you all for your replies and suggestions.

I spent my Happy Independence Day searching a solution for my DBMS
+frontend problem.
And this is what I find the best.

I shall use mySQL or Postgres as beckend (as suggest by Mr Mani)
and for creating the frontend I shall use Mono + Windows.Forms.
umm... WinForm is just to keep the illusion of those hallucinated.

Now, this venture brings in a/few question/s regarding mono.
ding! i need to start a new thread for the mono queries.

Its great to know that OO.Base forms can connect to other DBMS.

I would like to know something more about OO.Base:

- Can those OO.Base forms (using mySQL/Postgres as backend) be saved
outside an OO document? I want to open the form only, not the entire OO
interface. It doesn't matter if those forms actually use the OO
infrastructure.

 - Does OO.base allow remote connections to itself? Can it run as a
service like mySQL/Postgres?
