worth keeping in mind, that you cant *enforce* ssl/tls, if the remote smtp refuses to either verify your cert, or does not do ssl/tls at all, most people will fall back to clear text, since not delivering to non ssl/tls accepting hosts would mean a large part of the internet is not emailable from your site.
