They are quite different from Ulteo. The sites that you mentioned have
their own systems, plus they have office-only offerings. Ulteo seems
to be much more (something equivalent to "citrix"). They give online
access to existing apps like firefox, open office, kopete, skype, and
much more, thereby removing any kind of learning curve and "full"
functionality.
