Filters can be put for some keywords like iI "nvit" ation or cC "ommercial" etc. Mailman can process such filters easily and such mails are kept for moderation. This will be irrespective of a valid subscriber or not. You may also have policies such that a new user will be kept under moderation for one month or some suitable time frame till he/she becomes familiar to the list and the posting guidelines I believe many LUG mailing lists have such filters and moderation policies.
