You can look at monowall (www.m0n0.ch/wall) which has a captive portal
built-in and can do most of what you want at the gateway rather than at
the PCs themselves.
You can also make one yourself with a combination of
Chillispot+phpmyPrepaid+FreeRadius. Check out my blog on how to achieve
this.
