Try gstreamer. It doesn't have explicit support for java, but you can
perhaps write some glue plugin between gst-python and java. A simple
one to one video conferencing is illustrated in the docs using a
gst-launch based pipeline, though you should look at having rtcp along
with rtp/udp for anything useful. Although ogg-theora work good as a
codec, i'd recommend using h.264 with ulaw if you have bitrate
constraints. Try x264 plugin with a low gop size for best results.
