I have some vague recollection that we have discussed this issue before, but is it possible to have a list policy to kick off such abusers, or put them on moderation. I do realise that this adds work for the list moderators, but I would volunteer to: (a) Draft policy requirements for such actions, and (b) Moderate such requests as and when we finally agree on a policy.
