We invite you to a Seminar on "*IT Rules, 2011: Private Policing and Internet Censorship<http://www.softwarefreedom.in/index.php?option=com_content&view=article&id=93&Itemid=80> "*, organised by Software Freedom Law Center and the Society for Knowledge Commons on 11th August 2011. The Information Technology (Intermediaries Guidelines) Rules, 2011 notified by the Government recently, place stringent control on content that can be published online. The Rules have the potential to be used as a means to censor the Internet through the back door and could have chilling effects on free speech and dissemination of information.
It is essential that the new rules are amended so that they are not violative of the freedom of speech and expression guaranteed by the Constitution and are within the rule-making power granted by the parent Act. The seminar is being organised to debate the constitutionality and validity of the rules and to crystallise the discussion in the form of a representation to the Department of Information Technology to amend the Rules. Submission will also be made to the Committee on Subordinate Legislation and efforts will be made to raise awareness among the Members of Parliament on the issue.
